Abstract

Current issues of human competency crisis, which is caused by lagging from rapid change rate in the surrounding world (noosphere as coined by V. I. Vernadsky), have been investigated. Scholarly works and statements, substantiated by scholars- philosophers of the past, regarding human need for learning and self-perfection during the life-time have been analyzed. Special attention has been paid to the use of these works in the contemporary research of continuous education. The importance of enhancement of education and qualification as well as cultural level of society with the help of all available educative sources and resources of society involvement has been substantiated.
