Abstract

The issue of Quality of Education (QE) is discussed from the prospect of Public Opinion formation in the Subjects of Education Process. Social psychological specifics of QE is considered as a group perception of teachers, students, parents that form their group attitude towards modernisation of education. Social psychological study of group opinion on quality of higher education in university students and teachers was aimed at searching ways of shaping public opinion on educational reforms. The study included two parts: qualitative and quantitative ones. Focus-groups were used for collecting information from students and teachers and developing the questionnaire “Quality of Education”. Then the group of undergraduate students (N=47, 12 male, 35 female, age 17-20) administered the questionnaire. The results demonstrate that students perceive QE in terms of amount of knowledge, practical use of knowledge, and access to a prestigious job. At the same time, students underestimate relevant competencies (competence in foreign languages, information technologies, and business skills). The most important characteristics of QE are level of teachers’ qualification, quality of academic programmes, and academic progress of students. Again, the practical relevance is found to be less important: professional development and competitiveness at job market are at the bottom of the list. The most prominent finding is the lack of connection between quality education and academic research; students are not aware of QE management and monitoring. It is concluded that there is a need to improve knowledge on quality of education and the role of research, quality management, and innovative character of modern education.
