Abstract
The article talks about modern approaches to building an institutional educational environment and views it as the sum of management and educational processes in the research subjects. The idea of an institutional educational environment in managing a vocational training institution is of great importance. It entails building such an educational space where the institutional environment is viewed as the sum of management and training processes and has a growing meaning as the factor of managing its development. It consists of scientific forecasts and research, which view the institutional educational environment as the source of the training institution’s development and as the condition for quality vocational education. The article concentrates its attention on the quality of training qualified labour force, which creates the need for a directed process of institutionalization of vocational education. The research also describes the requirements of the approach to the institutional educational environment to managing the development of the vocational training institution through a more active dialogue between the training institution and the community. Such a dialogue includes discussing the perspectives of the VET system institutional development and building its capacity; developing mechanisms of reacting to the employer and government requests. The article also identifies factors contributing to creating the institutional educational environment.
