Abstract

The article presents a general description of the system of education of people with special needs, outlines strategic guidelines for its development, sets out principles and approaches to reforming the industry. First of all, it describes a new vision, organizational forms of learning and, in particular, in terms of inclusion, about the strategic goal of education and upbringing of children with special needs, their ability to be capable and rightful members of society at the same rate as typically developed peers, and to fully carry social load. The rationale and direction of scientifi c studies are described, as well as the results of these eff orts; the leading idea of modern approaches to learning is mentioned, it is noted that highly responsible part of scientists’ job is to update the content of education on the basis of Ukrainian studies, its testing and implementation in modern school practice. It describes the role of the family in the process of training and preparation for independent living of children with specialeducational needs, determined by the scope of family’s duties. Problematic issues and inhibitory factors of development of the education system for children with special needs are considered as of both local and nationwide importance. A list of urgent measures to optimize its functioning in the context of the development of the New Ukrainian School is presented. After all, there are unresolved issues, ranging from updating the content of education and completing the provision of modern technical equipment of educational institutions as a system of special education, and institutions with an inclusive form of training. Problematic issues exist at almost every level of education and development of children with special educational needs, ranging from the diagnosis of certain developmental disorders and to specialized education and employment. It is noted that only if joint eff orts of state authorities, scientists, practitioners, parents and public organizations, these problems can be solved eff ectively.
