Abstract
The article analyzes the regulatory and methodological framework for ensuring access to secondary education, generalized notion of "technique" described procedural approach designing cloud oriented learning environment (COLE), defined goals, objectives, methods, forms and design tools COLE, a program of training for training of managers of secondary schools to design COLE, detailed design procedure of the seven stages of COLE at the head of an educational institution.
