Abstract

The manual deals with analyzes the features of the implementation of educational reforms as a key area of state educational policy in Ukraine to. XX - beg. XXI century. It notes that local education authorities strategic goal of educational reform is to resolve the problem of providing equal access to quality education provided systematic implementation of the principles, transparency, relationship with local communities and populations. Under the current legal documents and guidelines of the National Agency of Ukraine on Civil Service developed the profile of professional competence Head of Education district administration and the municipality.
