Abstract

Public Opinion formation is discussed in terms of it Subjects. The categories for defining Public Opinion Subjects are analyzed. Target groups representing political interests of any social demographic or professional group, e.g., educators are considered Public Opinion subjects. It is suggested that the way of Public Opinion formation depends on Individual or Complex Subject of it. If it is focused on an individual the knowledge techniques are involved (such as Deliberated Public Opinion). In case of Complex Subject, the group phenomena (Leadership, Group Pressure, Group Identification) are involved. Group Identity is considered to be a key factor of Public Opinion consolidation, and a key element of consolidation process.
