Abstract

It is revealed that the intensification of the 21st century challenges actualizes the search of the EU for effective tools of education and science development. “Open Innovation”, “Open Science”, “Open to the World” as the key guidelines of the EU policy in the research area are characterised. Emphasis is placed on the updated agenda for the development of the European Research Area (2020). It is concluded that the EU prioritizes such aspects as investment and reform; implementation of research results into economics; deepening the European Research Area towards further progress in free circulation of scientific knowledge in a modernized, efficient and effective research and innovation systems.
