Abstract

The article is devoted to the analysis of problems of using the scientific electronic library as a tool for providing open access to electronic educational and scientific resources for scientific and pedagogical professionals’ and for the development of their information and research competence. Content, forms, methods and means are defined as components of methods of using scientific electronic libraries for development of information and research competence of scientific and pedagogical professionals. The creating a learning process methodological support scientific and teaching staff to use of scientific electronic libraries services and electronic open access systems in research is important for them, as the active development of ICT are updated software versions platforms for electronic libraries, install additional services and others. We have developed the methodology of using the scientific electronic libraries and the curriculum "Use of scientific electronic library services", which have influence at the development of researchs’ information and research competence and teaching staff, and to support their motivation to use the scientific electronic libraries for carrying out research. The content of the curriculum covers the topics suggested by the researchs’ articles and in accordance with their questioning. The methodology can be used to train scientific and pedagogical professionals, including PhD students, doctoral students, librarians, and users, who have individual interest in using the scientific electronic libraries information resources and services. The theoretical and organizational foundations of the information infrastructure of the scientific electronic libraries functioning, to the skills of scientific and teaching staffs regarding the creation and use of copyright profiles in ORCID and Publons in the scientific and pedagogical activity, development of user skills, search for up-to-date scientific publications, authors and research results, deposit their own resources into the repository, use of scientific electronic libraries statistical services are important for the development of researchs’ information and research competency. The prospects for further research are the creation a model of scientific and pedagogical workers information and research competence development and an algorithm for updating the methodology of using scientific electronic libraries and the curriculum "The use of scientific electronic library services" in accordance with the development of ICT.
