Abstract

The interim results of the decentralization reform, started on 2001 in Croatia, are considered. The preconditions (the constitutional amendment) and the process of its implementation, first of all in the field of education, health care, social care and fire services are analyzed. It is pointed out that there is no systematic e-valuation the achievements of decentralization, the imperfect mechanism of financing decentralized functions and fragmentation of the system of local government.
