Abstract
The manual broadens the idea of political and legal consciousness as a psychological mechanism of regulatory legal regulation of social relations, proposes new approaches to solving the problem of raising the level of political and legal competence of the individual and normalizing its legal behavior. It carried out a socio-psychological analysis of the structure of political and legal consciousness of the individual, disclosed the features and defined the communicative conditions for the formation of political and legal consciousness of modern youth. The role of political and legal competences in formation of political and legal consciousness of the personality is elucidated and the model of formation of political and legal competence is developed, ways of its development are offered. The program of training on formation of political-legal competence of youth is presented and the necessary methodical tools are selected. It is expected that the implementation of the recommendations in the manual will allow harmonizing the relations between the citizen, the authorities and state institutions, and will ensure the conscious acquisition of the individual in the processes of transformation of society. Addressed to practical psychologists and educators of general and vocational schools, university lecturers, social educators and educators, students and postgraduate students studying disciplines of socio-psychological and legal profiles, specialists in the field of law-making and law-enforcement practice.
