Abstract

The article considers the possibility of non-formal education in the development of information and communication competence of teachers in preschool educational facilities. We reviewed the interpretation of the term "non-formal education" by scientific community, gave the characteristics of non-formal education, listed its institutions. Bring up a list and partial content of national and international (EU) laws and documents that are defining and governing the non-formal education. Listed the substance of various forms of non-formal education towards the development of information and communication competence. Brought up the ideal forms of formal and non-formal education developed by Tim Simkins. Also listed a comparative characteristics between formal and non-formal education first developed by O. V. Roytblat and further summarized by O. M. Astemirova. Summarized the view on forms and types of non-formal education by E. I. Huseinova, U. M. Lukyanova, N. O. Teriochina and many others. Gave more concrete definitions for non-formal education in terms of information and communication competence among teachers of preschool facilities. Explicitly noted that educational facilities of postgraduate pedagogical education may be and sometimes actually are providers of non-formal education. Explicitly noted a similarity in government definition of postgraduate education and characteristics of non-formal education. For example, we listed a few trainings that are provided by Zhytomyr regional institute of postgraduate pedagogical education, which is clearly an institution of formal education. Also, gave an example of Zaporizhzhya regional institute of postgraduate pedagogical education, where in between course sessions the special trainings are taking place on themes of information and communication technologies in pedagogical process. Noted a government support for developing of non-formal education in Ukraine by Ministry of education and sciences in form of national contest for the best web resource of preschool educational facility. The support for non-formal education also exists in private companies. For example we listed an International center of financial and economic development, which is part of international group Wolters Kluwer, which supports information and communication competence development by hosting a social project "ICT for educators". Also listed a more local facilities for rising information and communication technologies competence like methodical cabinets for regions and more local cabinets for facilities. Summarized that formal education cannot fully meet the needs for fast developing of professional competences and non-formal education has a great future for preschool educators in terms of rising the information and communication technologies competence.
