Abstract

At the present stage of the development of a democratic society, new, open models of SZO management are needed. The author convinces that state-public administration can not exist without communication, since the democratic principle requires a constant dialogue between the two components - state and public, and the creation of trust between the partner parties, ensuring the expectations of the public is the main goal of communication.
