Abstract
The article analyzes the concept "narodni library chytalni". It was concluded that it was educational and social organizations have initiated and organized the formation and development of public libraries, reading rooms. Based on the analysis of archival sources revealed features of formation and functioning libraries listed in Kyiv region and their importance in the provision of library books. The material presented in historical perspective.
