Abstract

The first time in the history of Ukraine the scientists and representatives of public organizations such as Ukrainian Deaf Society, Association of Deaf Teachers, Union of Sign Language interpreters draw attention to the legal aspects of settlement the language issue of Ukrainian sign language at the national and international levels. The authors explore the list of concepts used in the Concept Paper,references to major international and state documents. The paper describes international experience: using the socio-cultural concept of deafness in various fields, Deaf Rights and the official status of national sign languages, enshrined in the Convention on the Rights of Persons with Disabilities. The authors provide an analysis of the existing pedagogical practice of teaching deaf in the world and an analysis of the policy of World Federation of the Deaf in education. The importance of mastering and learning sign language for deaf child in the first years of life is emphasized. Based on analysis of the content of teaching the deaf, the evidence of ignoring the use of sign language as the main communicative resource, as the language of education and as a subject in school are given. Proved the importance of developing and applying bilingual programs. Raised the issue of the child lingual self-identity. The authors propose the ways of changing to restore the language issue in the state, the list of measures on mastering the Ukrainian Sign Language in Ukraine at three directions and the mechanisms for language issue implementation are highlighted.
