Abstract

The rapid development of information technologies causes the need for the development and the implementation of the innovative management technologies that involve public and active online community, online resources of crowdsourcing platforms. Therefore, the problem of choosing the management technologies which are appropriate for the mission and the strategic goal in education by the managers is urgent for consideration and determines the study of management technologies. Purpose. The article set the goal to reveal the concepts and the specific nature of the phenomenon of "crowdsourcing" by analyzing the scientific achievements of the scholars and the researchers from various areas of scientific knowledge, its advantages and disadvantages as an innovative management tool; to highlight the possibility of using crowdsourcing technology by the leaders in the practice of public and state education management. Methods. The method of the literature analysis, research papers, thematic information resources on the raised problems; problem-comparative analysis of the concepts of the term crowdsourcing, specification of the crowdsourcing phenomenon, the theoretical analysis and the extrapolation of the advantages and the disadvantages of the crowdsourcing technologies in the implementation of civic-public education management were used. Originality lies in featuring the nature, the content and the concepts of the term crowdsourcing, its advantages and disadvantages as an innovative management tool on the basis of conceptual convergence. On the basis of the analysis of academic works of foreign scholars and practitioners, the author's interpretation of the crowdsourcing technology as innovative management, the process of the control inherent in the information society are represented. The applicability of the crowdsourcing technologies in the public and social spheres, particularly in management education for harmonizing relations "citizens, society and state", modernization of the state and public administration, improving the effectiveness of the leaders, competitiveness and image of the educational institutions, the active "civil resistance" to the certain destructive or negative stained state or regional practices and initiatives are provided. Conclusion. Crowdsourcing is innovative management technique for the attraction, the distribution and the use of intellectual resources of individuals of the networking of a significant amount of management, public administration and student government to achieve the strategic goal of the educational establishment and the implementation of the joint social projects. In the management of educational institutions, crowdsourcing is regarded as a modern innovation management technology, a syncretic interpenetration of intellectual, communication and information technologies, based on the principles of conceptual convergence, the implementation of which will ensure the effective achievement of the mission and strategic objectives, the solution of the management problems and the successful implementation projects in the managers’ practice
