Abstract
The current reform of higher education in Ukraine directed the new Law of Ukraine "On Higher Education", which in essence and mission is a reflection of transformational change and democratization processes taking place in Ukrainian society. Besides, the results of the implementation of the Law (received a year of action) certifying the impossibility of a new European-oriented paradigm of higher education based on the old administrative management culture.In other words, the law actually actualized the problem and the critical need for the formation / creation of a new model of higher education - new in its ideological foundations (principles and values) and institutional and organizational form (structures, mechanisms, instruments) at all levels of government - from national to institutional . That is why one of the pressing problems and in finding and building the new management model, is to identify the key trends in the management of higher education.
