Abstract
This year we celebrate 25 anniversary of school informatics although these processes originated much earlier on many opinions. Now days the certain level of ICT development in the sphere of education is achieved. The market of ICT tools for learning is forming. In this concern the problems of quality estimation of learning tools becomes more actual. Just quality category becomes a regulator that is for formation and organization of the market and helping of using available tools.
