Abstract

The main objective of the training is to ensure the quality of education through the preservation of its fundamental and meet the needs of the individual, society and the state. Urgent problem of preparation of personnel in Ukraine is the virtual absence of an effective system of labor potential formation at the central and regional levels, the uncertainty of the functions and powers with respect to the vertical of power professional education at the stage of administrative reform. Therefore it is necessary to establish an appropriate body that would at the legislative level can coordinate the interaction of all participants in the process, as is done in many developed countries.
