Abstract

This article updated information society issue, the principal component of which is the use of information and communication technologies (ICT) in the field of science and education. Also, the main aspects of the current stage of information society and education. The mechanism of outsourcing as a necessary part of the functioning and development of the ICT systems of environmental protection. The functions of the ICT departments that support and develop ICT systems based on adaptive PCM. Determined that the application of ITIL-approach focuses on the need for continuous change and improvement of the quality of ICT services, both in terms of organization, and from the point of view of the user.
