Abstract
This paper presents one of the mechanisms of capacity building of Customs administrations − Regional Training Centre of the World Customs Organization for Europe Region, which was established on the base of the Ukrainian Academy of Customs. Both the conceptual approaches to the implementation of international standards in the field of customs affairs in Ukraine and the World Customs Organization Capacity Building Strategy of Customs administrations have been considered through the mission, goals, objectives and structure of the Regional Training Centre of the World Customs Organization; the areas of the development of partnership between the Ukrainian Academy of Customs and the World Customs Organization in the field of customs academic researches and development, trainings have been determined. It is noted that the conceptual approaches to the implementation of international standards in the field of customs affairs are characterized worldwide by unification, which is evident in the establishment of unified mechanisms of modernization in the different regions of the world.
