Abstract

An important condition and factor in solving the issues of diagnosis, development, education, and socialization of children with special educational needs, hearing disorders, in particular, is the organization of support. At the same time, some ideas declared and defined at the level of theory were not implemented in practice. In particular, the leading role and importance of the early period for the development and education of children with hearing impairment was recognized, but in practice, neither a system of early diagnosis nor institutions that would carry out the relevant work were created. Diagnostic possibilities were also limited due to the technical level of medical equipment. Correctional and developmental work was carried out in institutions, but it was not sufficiently individualized (mainly according to the nosological principle); the corrective component provided only for the development of auditory (audio-visual-tactile) perception and the formation of pronunciation, therefore, actual provisions regarding the versatile development of children with hearing impairments, creating conditions for general development, taking into account the individual trajectory of mastering educational material, etc., were not taken into account. The formalization of the system of development, training and upbringing, which was characteristic of the entire system, had a negative impact on the education of children with hearing impairments. In particular, the standards and educational programs were "rigid", the peculiarities of mastering the educational material (in the regulatory framework), the role of parents in the upbringing and development of children were not taken into account (the factors are a lack of information, late diagnosis and the start of special education, lack of professional support at an early stage, etc. ). Thus, despite the shortcomings of the previous period, progressive ideas were laid at the basis of modern approaches to the organization and content of comprehensive support for children with hearing impairments.
