Abstract

Mykhailov V. М. Interaction between public and local authorities in emergiences’ prevention and liquidation. – Manuscript. Thesis for obtaining the candidate of sciences degree in public administration; specialty 25.00.04 – local self-government. – Тhe National Academy of Public Administration, the President of Ukraine, Kyiv, 2013. The dissertation is dedicated to the research of the interaction of the local selfgovernment authorities with the state ones in the sphere of emergencies prevention and elimination. Available scientific as well as regulatory and juridical sources on their interaction in this sphere are revealed. Consecutive interaction of the stages of an emergency development with appropriate areas of the authorities’ activities for the minimizing of its consequences is considered. Author’s interpretation of “interaction of the local self-government authorities with the state ones in the sphere of emergencies prevention and elimination” is formulated. Functions of the structural divisions of a municipal subdivision of a territorial sub-system of the state civil protection system are specified. Principles and forms of interaction of the authorities in the sphere of emergencies prevention and elimination are systemized. Features of authorities’ interaction in the European states that can be adapted in Ukraine are highlighted. Model of interaction is proposed, and specific features of the interterritorial authorities’ interaction as well as introduction of outsourcing for the solution of the problem in the sphere being researched are substantiated.
