Diagnostic assessment as a tool for ensuring the quality of general secondary education in the context of European experience and prospects for implementation in Ukraine

Abstract

The article highlights the European trends in the use of diagnostic assessment of student learning outcomes as a tool to ensure the quality of general secondary education. It has been found that it is an important component of the educational system and is used not only to identify difficulties in the educational process, to determine ways to correct current learning results, to plan the educational process of a specific institution and student in the future, but also to improve educational programs, to increase the quality of educational manuals and upgrading the professional competence of teachers. Tasks for diagnostic works on science subjects and history of Latvian compulsory school of the second and third levels (6th, 9th and 11th grades) were analyzed. It was found that the leading principle of their selection is competency orientation, and the form of submission is open-ended test tasks. An important feature of such tasks is also the use of drawings, graphs, diagrams, tables, problematic questions that require analysis and search for information both in modern search engines and in historical sources, along with tasks based on the results of researches and experiments, formulation of conclusions and generalizations. Attention is focused on the features of the transformation of forms and methods of diagnostic assessment in the conditions of quarantine restrictions caused by the COVID-19 pandemic, as well as the possibility of its use as an alternative to school final (centralized) exams upon completion of basic secondary education. The prospects of using the European experience of diagnostic assessment for the educational system of Ukraine are outlined. The expediency of the post-war state-wide diagnostic assessment with the aim of identifying the real level of learning outcomes of students of basic general secondary education, taking into account the peculiarities of the educational process in the conditions of quarantine restrictions and martial law, the development of the country's further educational strategy, as well as the annual state monitoring of the quality of education as a tool for operational adjustment of educational process.
