Abstract

Mykhailov V.M. The System of Professional Development of Civil Security Specialists in Postgraduate Education. - Manuscript. Thesis for obtaining the scientific degree of Doctor of Pedagogical Sciences, speciality 13.00.04 – Theory and Methodology of Professional Education. - Ivan Zyazyun Institute of Pedagogical and Adult Education of the National Academy of Educational Sciences of Ukraine. - Kyiv, 2022. In the thesis, the professional development of civil security specialists is considered as a continuous, purposeful, multifunctional and controlled pedagogical process of acquiring knowledge, skills, personal and professional qualities, which is implemented in postgraduate education in specially created institutions of higher education and civil security institutions (course period) or in the process of professional activity (inter-course period) with taking into account modern standards of higher education, priority principles and the most significant pedagogical conditions for the effectiveness of training, aimed at the successful performance of job duties in matters of civil security in authorities, enterprises, institutions, organizations. As a result of the structural-semantic analysis and clarification of the key definitions of the study: «security», «civil security», «civil security specialist», the author’s definition «professional competence of civil security specialists» was formulated. The author’s concept of professional development of civil security specialists in postgraduate education based on modern theories, ideas, strategies, methodological approaches (andragogical, acmeological, systemic, personal-activity, contextual, competence-based, interdisciplinary) and principles (fundamental (continuity, obligation, variability, balance), general didactic (innovation, self-actualization, individualization, combination of learning with practical activity), specific (approaching the real conditions of professional activity, readiness to act in conditions of increased danger, subsidiarity)), scientifically based selection of content, forms, methods and pedagogical technologies and aimed at increasing the efficiency of their professional activities, was theoretically substantiated and developed. On the basis of theoretical analysis, the content of the factors of advanced training of specialists has been determined as: external (political, socio-economic, security) and internal (implemented at the macro, meso, and micro levels). The pedagogic conditions for the effectiveness of advanced training of civil security specialists, which correspond to the methodological approaches and principles of their training, enable the positive dynamics of the development of the components of professional competence, are a favorable basis for achieving a high level of professional competence, were substantiated. An invariant model of the professional competence of civil security specialists, which is characterized by the integrity, multi-functionality, and dynamism of all its components, was developed. The model highlights the individual characteristics of a specialist’s personality, as well as his individual goals in advanced training, which are of great importance in the field of civil security and is important in the context of professional activity. Content-semantic, organizational-functional, personal criteria, which are accompanied by indicators and three levels of development of professional competence of specialists: low, medium, high, were defined. The diagnostic toolkit for assessing the current level of development of professional competence of specialists provides for test control of knowledge, control tasks, self-assessment methods. A system of advanced training of civil security specialists in postgraduate education was created and theoretically substantiated, the structural blocks of which are: target, theoretical-methodological, substantive, organizational-active, diagnostic-resultative. The improved content of advanced training of civil security specialists is determined by the social order, the requirements of society and the state for specialists and the results of their professional activity, is revealed through the relationship of the cognitive component, which integrates professional theoretical and technological knowledge with the operational component, which consists of analytical and synthetic skills, organizational-management and communicative knowledge and skills, and personal-valuable qualities. The methods of advanced training of civil security specialists were determined as educational-cognitive and practice-oriented. Forms of advanced training of civil security specialists include collective, group, and individual. Targeted advanced training of specialists is made possible owing to the use of educational technologies: distance learning, coaching, gaming, training, case technology, development of soft skills, project, virtual and augmented reality. A complex of educational and methodological support for the development of the professional competence of civil security specialists in post-graduate education is singled out among the means of advanced training of civil security specialists. The improvement of knowledge, skills, personal and professional qualities actualized the forecasting of the development of the system of advanced training of civil security specialists at the national, institutional, and personal levels. The scientific novelty and theoretical significance of the study lies in the fact that for the first time in domestic pedagogical science, a holistic study of the problem of advanced training of civil security specialists in postgraduate education has been carried out; the author’s concept of advanced training of civil security specialists in postgraduate education was theoretically substantiated and developed; the system of advanced training of civil security specialists in postgraduate education as a set of interrelated and mutually determined structural blocks (target, theoretical-methodological, substantive, organizational-active, diagnostic-resultative) was designed and theoretically substantiated; an invariant model of the professional competence of civil security specialists was developed, which is characterized by the integrity, multi-functionality, and dynamism of all its components; the pedagogical conditions for the effectiveness of advanced training of civil security specialists in post-graduate education are defined and substantiated, the implementation of which ensures the development of the professional competence of the specified specialists; clarified: external (political, socio-economic, security) and internal (at the macro-, meso- and micro-level) factors of improving the qualifications of specialists; the content of the concepts: «security», «civil security», «civil security specialist», «competence», «professional competence»; the diagnostic toolkit for the study of the formation of professional competence of civil security specialists according to content-semantic, organizational-activity and personal criteria has been improved; provisions regarding the methodological, theoretical and methodical foundations of the development of professional competence of civil security specialists in post-graduate education were further developed; content, forms, technologies of training civil security specialists in the process of advanced training. The practical significance of the research results lies in the development (in co-authorship) and implementation of educational and methodological support for the development of the professional competence of civil security specialists in the professional development system, which includes: the textbook «Training of a firefighter-rescuer: theory and practice»; training manuals: «Response to the emergency situations»; «Organization and conduct of classes using innovative methods»; methodological manual «General training of employees of enterprises, institutions and organizations for actions in emergency situations»; practical guide «Survival in emergency situations»; practical advisors: «Organization of civil protection during the reform of local self-government and territorial organization of power in Ukraine»; «The first steps towards the organization of civil protection at the basic level of local self-government»; methodical recommendations «Conducting a complex practical session with management staff and specialists whose activities are related to the organization and implementation of civil protection measures (according to the case-study method)»; «Practical workshop for teaching staff of educational and methodical centers of civil protection and life safety on conducting practical classes using the method of analyzing specific educational situations». The materials of the thesis can be used to improve the regulatory and legal basis of professional advanced training, in research on the theory and methodology of professional education, development of standards, educational programs and curricula for specialities: 261 – «Fire Safety»; 263 – «Civil Security» in the field of knowledge 26 – «Civil Security».
