Abstract

The Russian aggression against Ukraine turned the lives of Ukrainians into difficult trials, led to unprecedented destruction of infrastructure, internal displacement of 8 million people, and almost 8 million more people crossed international borders. Almost half of them are young people. Today it is impossible to say how many of our citizens will return to Ukraine and how many will stay abroad. But we need to talk about the outflow of human capital. The author considers the consequences of Russian aggression in Ukraine for the national education system. On average, more than two children die and more than four are injured in Ukraine every day. The civic infrastructure on which children depend is being damaged or destroyed; as of early June 2022, this includes at least 256 health facilities and one in six UNICEF-supported Safe Schools in the east. 1819 educational institutions in Ukraine were damaged and 209 were completely destroyed. 7 million Ukrainian children are children of war. For three years (first as a result of the COVID19 pandemic and then the full-scale war), students suffer significant educational losses. Ninth and eleventh graders have certain gaps in the knowledge and practical skills needed for further education and future work. This has a negative impact not only on the future life of each student, his future. Obviously, educational losses can affect the country's economy. And although these processes remain unexplored today, World Bank experts are focusing on the results of school closures in 2020 due to the COVID19 pandemic. The loss of one-third of effective student learning has reduced countries' GDP by an average of 1.5% for the rest of the century. Today, expert groups are being set up to develop strategies for the development of various sectors of the economy. And while the resumption of production during hostilities is a complex and time-consuming process with many risks, research is focused on offsetting educational costs to reduce the economic downturn in the coming years.
