Abstract
In modern conditions, effective protection of rights and freedoms human rights in law enforcement, NGU requires conceptually new approaches that determine, in particular humanization of the NGU activity and increase of its authority, building relations between the NGU servicemen and the people on the basis of partnership, improvement of forms, methods and means of ensuring human rights and freedoms, etc. Necessity significantly increase the efficiency of NGU units in this area requires a thorough and consistent scientific analysis of its organizational and legal foundations.
