Abstract

It is substantiated that the EU views the education of young children from the standpoint of economic and social efficiency, i.e. the coverage of young children with high quality education is associated with mental, emotional and social development, readiness for school, successful career development in the future, and high economic achievements. The Quality Framework is characterised, which identifies five key components of a quality early childhood education system. It is concluded that quality education of young children is a component of the European educational area and a condition for the development of lifelong learning.
