Abstract

The publication analyzes foreign experience in evaluating the productivity and effectiveness of research and innovation programs (RIP). Methodical approaches to assessing the effectiveness and efficiency of state RIPs used in our country, largely do not take into account modern developments of foreign scientists and world best practice. In Ukraine, simplified approaches are used, which do not provide for the assessment and monitoring of indicators of the broad impact of the RIP on the scale and nature of innovative transformation of the domestic economy and contribute to inefficient spending of budget funds. To increase the efficiency of public investment in the implementation of Ukrainian RIPs, it is necessary to shift the emphasis to preliminary evaluation and further monitoring of the results achieved by innovative companies through the use of scientific developments created during the program.
