Abstract

The relevance of the research topic is beyond doubt, as it is defined a set of problems that have arisen in the last two decades in the general secondary education (hereinafter ZSO) in connection with the transformations in society and in the national labor market, which not only exacerbated the traditional problems, but also created new ones, due primarily to lower quality of education, steady decline in the prestige of teaching, low the level of its payment, given one of the world's largest relative social indicators expenditures on education (7-7.5% of gross national product), social and property stratification of the population.
