Abstract

The publication analyzes the application of the STAR METRICS metric system to measure the impact of research on innovation, competitiveness and US science. According to the authors, the capabilities of the STAR METRICS system are somewhat overestimated, and it is unlikely to allow a truly full-fledged assessment of the broad consequences of the implementation of research and innovation programs. However, it simplifies the interaction of scientists with public research funds, as well as allows monitoring of resource indicators, direct and medium-term research results in terms of various government agencies, programs, research centers and even individual scientists.
