Abstract

The open education movement in the last two decades is one of the defining trends in the development of the system for lifelong learning in most countries in the world. Both objective changes in educational institutions and educational processes, and numerous discussions on the problems and prospects of open education and increasing attention to open education of leading international institutions, including the United Nations Organization, demonstrate the point. The article presents the results of the study on key documents and processes of open education development during 2000-2020 in Ukraine, as well as in the global and European space. The considerable number of documents, publications devoted to the issues of open education is analyzed. The analytical review is based on statistics provided in the reports of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Association of Universities, the Commonwealth of Learning, the Institute of International Education, the European Association for International Education, Budapest Open Access Initiative, Erasmus Student Network (ESN) in Europe, the Commission of the European Communities, the Ministry of Education and Science of Ukraine, etc. The main purposes, advantages and problematic aspects of open education are identified. The main problems of development of the open education system are outlined. The relevance of using open access technologies in the educational process is substantiated. The directions for introducing promising elements of open education for Ukraine are considered. Open education is seen as an integral part of informatization of society.
