Abstract

Theses emphasize that the harmonious development of society always depends on human resources, at the socio-economic level, active youth who are modern, intelligent, creative, extremely responsible and programmed for new technical and technological discoveries and their implementation. In this case, if a significant percentage young people in the country are not socially and economically active for a long time (or forever) consciously refuse to work, study and voluntarily choose a carefree lifestyle, which becomes a problem and a negative factor in the development of human capital in the country.
