Abstract

The author indicates that scientists of Ukraine do not pay attention to the small countries of Europe having the big achievements in economy and education. There is not only Finland and Ireland among them, but also Austria is. Parallels and differences in history of the people of Ukraine and Austria are specified. It is noticed, that the education system of Austria has a rich history. Economic and social successes of Austria testify for the importance of development of education and maintenance of its quality. It is emphasized that while planning and implementing reforms, the Austrians focused on their own interests, and only in the second place — they took into account external European tendencies. The method of “small steps” characteristic of Austrian educational practice is considered. The main stages of formation and development of the higher education system in the Republic of Austria are analyzed. It is specified, that leaders of the European countries have selected a new strategy of supporting a quality of compulsory and higher education. Its important element is expansion of cover of youth by professionally oriented higher education with diplomas “B”.
