Abstract

The concepts of qualification, national qualifications framework, system of qualifications, professional and educational standards are considered. The purpose of the introduction of the national qualification framework, in particular, as a component of integration of the Ukrainian system of vocational education into the European educational space, is determined. As the qualifications and competencies underlying them are acquired through training, the concept of "learning outcomes" is considered, attention is drawn to the possible forms of learning (formal, informal). The importance of developing the State standards of professional (vocational) education for specific professions is emphasized on the basis of a competent approach; taking into account the requirements of professional and educational standards in the development of training programs for the training of specialists of the relevant educational and educational qualification level. The components that indirectly influence the level of satisfaction of labor market needs are substantiated, in particular: flexible structure of management in vocational education, regional aspects of personnel training, powers and functions at the regional and local levels of vocational education institutions and employers, social partnership system- decentralization of vocational education, technical education. It was concluded that the regional level should be responsible for the volumes and quality of the training of the labor force, as a consequence, the need (on the example of the countries of the European Union) for the redistribution of responsibilities between the education authorities and their partners: labor and social policy, state employment services, branch offices of regional state administrations, associations of employers and trade unions. The emphasis is on the need to adopt normative and legal documents on the creation of marketing and vocational guidance services in vocational education institutions, as well as on motivating employees to provide conditions for the organization of production training and practice, updating the material and technical base.
