Abstract

the application of the methodology of universalism phenomena in the process allowed us to find out that TSOs in Australia, the United Kingdom, Canada and the USA have common structural and functional characteristics, which are implemented differently in each country, in view of the sources of origin, the strategy of public educational policy. , goals, approaches and tools.
