Abstract

Many countries in modern world declare about their adherence to the democracy and democratic values meaning the interpretations of the democracy’s nature not only differ essentially but also may contradict one another. Nowadays there isn’t any obvious understanding of the democracy that causes the crisis of the use of this concept in political science researches. Research aim: Coming from the variety of existent concepts the concept of «the democracy» and possible ways of its understanding are analyzed in the article. Methodology: The synergetic approach is used within the framework of which the society is simultaneously considered as a social organism, a system of the interacting subjects, a (re)constructed text of the collective author on the basis of a sociocultural project. Within the framework of this approach the understanding of the democracy includes the features of the institutional design of the society; the rules; the principles; the values the functioning of the political system is based on; the project of the future social system accepted by all the subjects of the society. Results: Consideration of the society being a text and having a collective author with its own project leads to the extended understanding of the democracy. The democracy is not only the feature of the society but also the way its collective author is arranged and the instrument for the perfection of the society’s project. Mind some consequences of such understanding. The democracy isn’t a model of the ideal social system reflected in all situations. There is a concrete author the concept of «the democracy» always has functioning in definite historical conditions and being on the definite stage of its development. In the conditions of the changing world the democracy is considered to be an uncompleted project, a constantly renewed text. Thus the adherence to the democracy is supposed by the presence of meta-cultural position within the subjects’ culture that allows the texts of all the subjects to be integrated into the meta-text. Conclusion: From the democracy as the project of the individual subjects of the society we pass to the democracy as the project of the collective subjects having the practical experience of the democracy’s construction adhering to these principles interacting with other collective subjects and based on a meta-cultural position being present in their culture. The transition to the democracy isn’t a self-purpose but the way of the association’s creation, forming the necessary conditions for the vital functions of people, the level of maturity of which allows them to be the coauthors of the collective subjects’ projects, constructing the society of the democracy on their behalf.
