Abstract

In accordance with paragraph 17 of Article 85 of the Constitution of Ukraine (1996), the Verkhovna Rada Commissioner for Human Rights shall annually submit a report on the state of observance and protection of human rights and freedoms in Ukraine. For the first time such a report was heard in the Verkhovna Rada in 2000. In each annual report, the Commissioner for Human Rights places considerable emphasis on the educational field. During 2000-2016, the reports repeatedly covered violations that are characteristic of residential institutions that qualify as places of non-liberty. Thus, in the field of view, legal control is also sanatorium boarding schools.
