Abstract
The article analyzes the problem of forecasting as a category of philosophy and professional pedagogy. Retrospective analysis of the state educational policy development in independent Ukraine has been made. Some aspects of laws on vocational education adoption as well as contradictions between scientifically based regulations, declared in state documents on training of competitive skilled workers and young professionals and the lack of effective mechanisms for their implementation at national, regional and sectoral levels are revealed. In the article, the attention is drawn to the National Report on the state and prospects of education development in Ukraine (2016), which has strategic importance. On the example of comparative studies on professional pedagogy, made within scientific school of the author, their prognostic importance is proved. The role of synergy in the justification of the national education policy, to ensure the integrity of all educational subsystems, prognostic identification of target, content and value contexts of education at all levels (by V. Kremen) is emphasized. The influence of Polish-Ukrainian cooperation in the development of forecasting research areas is revealed.
