Abstract

The article describes the priorities of EU policy in the field of informatization of education in the context of the implementation of the program "Education and Training 2020". The strategic European documents concerning informatization of education, development of digital competences and transition to open education are considered. The infrastructure of development of distance education in the Republic of Poland is outlined. The problems of using distance learning in higher education institutions of the Republic of Poland and their perspectives for domestic ones are also described. In addition, describes the activities of distance learning centers operating in higher education institutions of the Republic of Poland and the European Association of Universities in which distance learning is carried out and which covers some of them. The article also examines the development and implementation of quality standards for open education in the EU, as well as the importance of standardizing the digital competence of teachers and students. Finally, at the beginning of the article, the key issues of the development and implementation of ICTs in native education are described in the National Report of 2016 "On the State and Prospects for the Development of Education in Ukraine".
