Abstract

The article analyzes the external and internal indicators of educational reform approaches. It is indicated on a set of postulates of reform (goals, means, stability, prices, alternatives, responsibility, legal guarantees). The measurements of a single educational space within the same country as well as criteria for evaluating reforms are outlined.
