Abstract

Abstract. The article highlights the results of experimental work on public-management department of education development of secondary education. Special attention has been paid to ensuring conditions for the provision of quality services, equal access to quality education, public involvement in the management of educational institutions, the transformation of education into a developing system and the ability to ensure personal development. The essence of the concepts of "dynamics", "development", "state and public administration" is revealed, as well as the priorities of education are defined from the moment of the publication of the Doctrine of its development. The normative-legal support of the state and public administration for the development of general secondary education has been characterized and attention has been paid to the tasks of management in the process of implementation of educational policy, which is set out in state acts. The dynamics of the development of mechanisms of cooperation between the authorities and local self-government aimed at reforming the system of general secondary education on the principle of priority of the person, as well as the results of the evaluation of cooperation by the subjects of social-pedagogical partnership, representatives of the parental community are presented
