Abstract
Top-Universities serve as an important criterion marker of the state of affairs and prospects of education development in general, for two reasons: first, the university level most quickly and clearly reflects the main trends of educational genesis, secondly, universities of the highest ranking level largely determinate priorities and preferences of the education development in all its essential aspects. Value aspect of their operation, mission provides purposeful, structured and iyerarhizovanyh characteristics of top-universities activities.
