Abstract

Given the dual nature of higher education quality (quality-certainty) and (quality-conformity), the dichotomy of education quality standards, which consists in the existence of their two kinds – standards-essence and standards-serviceability, has been clarified. According to the two-aspect quality and standards of higher education, educational activities (on the functioning and development of educational programs, institutions) also split into two interrelated components. One of them is to assure (maintain), and the second – to improve (develop) the higher education quality. It is argued that the standards of the first kind are threshold, minimal and do not induce further improvement, development. Instead, the standards of the second kind are rating, maximum and promote the movement to leadership, primacy. In the world, European and North American practice, in the context of the expansion of university autonomy and academic freedom, a tendency towards the widening of the second-kind standards based on the use of ratings and accreditation of the educational programs and the activities of education institutions, taking into account and on the basis of improving their excellence and development, is developing. Instead, in domestic practice, the preference is traditionally given to first-kind threshold standards, which are conservative. In Ukraine, a quality culture based on a balanced combination of minimum standards and standards for raising the maximum quality of higher education with a tendency for the domination of the second standards, and the loss of relevance for leading institutions of the first ones, is in the initial stage of formation. In the conditions of European integration and globalization, the quality of higher education is provided and improved through the formation of a multidimensional higher education standardization area. Among its dimensions are: conceptual and terminological; informational and competency; educational formalization; level-orientation-sectorial; institutional; by means of education; by teaching methods and types of learning activities; crediting; codification; certification; accreditation; ranking, universal standardization.
